It's Naomi from season 8 of Supernatural. Her real origins are still a mystery despite occupying a place in Heaven as she doesn't look convincing enough for being a complete angel, at least for me. I believe she's part angel or something like that as she manipulates the other angels (via brainwashing?).
Anyway, she's one of my favourite characters of season 8! Quite a badass c:

She was called a queen of Heaven by someone on Tumblr, so I decided to keep the title.

She's also the one who tortured Cas and brainwashed him. As it appears, Cas was brainwashed a lot due to his 'rebellious' nature


Naomi and Crowley were lovers


So, yeah, mixed wing type is for my thoughts on her being only part angel or/and being corrupted (bureaucracy in Heaven!).
